KARACHI: Almost after a month since caretaker Chief Minister of Sindh Justice (r) Zahid Qurban Alvi banned the usage of plastic bags in his first order after taking over, there is neither any update on the implementation nor any new legislation about the same.
Plastic bags were banned in Sindh earlier also by an ordinance passed in early 2006 and the relevant authorities did a brief and ad-hoc campaign to stop the sales and production of plastic bags through imposing fines on the shops and factories but it neither continued its drive nor achieved the target.
The current ban on plastic bags also seems like a mere publicity statement as nothing concrete has been done so far for stopping hazardous plastic bags from littering the environment.
According to experts the use of plastic bags is harmful for human health from its production to dumping because of its poisonous chemical properties and harmful environmental effects on humans, animals and agriculture.
According to a survey conducted by the Pak-EPA in 2004 about 55 billion bags are being used annually with an annual growth rate of 15 percent. The annual average consumption of plastic bags is estimated at 397 bags per person and if this trend continued, the consumption of plastic bag will reach to 112 billion by year 2015 as 8,000 industrial units are busy in preparing this extremely hazardous product.
According to the federal ministry survey, 95 percent people use plastic bags, 3 percent use paper bags, 1 percent use cloth bags and 1 percent use baskets. The survey suggested 46,000 plastic bags are floating in each square mile of the ocean,The Michael Kors outlet will provide you cheap but high-quality products. which is affecting the marine and polluting the water.
Experts suggested the provincial government along with local concerned departments should evolve a long-term strategy to control the use of plastic bags and curtail its utility gradually in cities and town.
In this regard, the government should shut down manufacturing units of the plastic bags giving those incentives to produce different plastic goods and materials such as toys, chairs and computer accessories.
Heavy custom or regulatory duties should be imposed on import of raw material used for the manufacturing of plastic bags.
The concerned authorities should notify and stop shopkeepers from purchasing and using plastic bags besides the imposition of heavy fines over them on violation.
Also NGOs should join hand with the government to create awareness among the masses about its ill effects and adoption of alternatives such as paper bags, which are economical as well.
In addition to banning plastic bags, the government should promote the use of paper bags for the purpose of shopping and storage.
The emission of gases from burning of these bags in litter dump, not only pollute environment of surroundings but it causes various diseases of lungs, throats, inhaling tissues, cancer, eyes and skin irritation and water borne diseases like hepatitis, cholera and urinary tract infections, they added.
The widespread use of the plastic bags is stockpiling non-disposable garbage in every nook and corner of the cities besides chocking of sewerage lines and overflows of gutters, thereby collapsing drainage system. The situation becomes evident and worst in the rain season due to the bottlenecks created by plastic bags which stops rain water from going into the sewage lines resulting in flooded streets and main roads.
On the contrary, the plastic packaging is extensively used in all sorts of food, drug packing and household usage. In cities and towns, the stagnant sewage water leads to bacterial germinations, water borne diseases and the spread of mosquitoes while in the rural areas these bags also affect the agriculture and suffocate animals mistaking bags for food.
Many developed and developing countries have realised the devastating effects of plastic bags for human health and sanitary system after analysing the emerging problems and completely banned usage of plastic bags
In Pakistan scientists, environmentalists and doctors equivocally stressed on the ban of plastic shoppers countrywide and advised use of paper and cloth bags for different purposes for the protection of environment and human health. Now it’s time for government to implement those bans which has been announced only because plastic/polyethylene bags have been causing serious environmental issues and are polluting our surrounding widely.
